There are laws in most municipalities that protect your right to not be constantly disturbed by barking dogs. If appealing to your neighbor to control his dogs has no effect, you need to file a complaint with the police. It's their job to enforce the law.I wish there were local ordinances to limit the screaming of children whose indifferent parents are no better than those people who do nothing about their noisy dogs.
