We have a 6-foot privacy fence, but our young cats can still jump up and over it. Do you have any suggestions -- something to put above the wood fence or some foliage or herbs below?.

You need to attach a 2-foot wide strip of sheet metal or plastic along the top of your fence, secured with angle-irons that are bent inward at an angle of about 20 degrees from the vertical. This will make it virtually impossible for the cats to get out of your yard.
